9. A municipality has the capacity, rights, powers and privileges of a natural person for the purpose of exercising its authority under this or any other Act. 2006, c 32, Sched. A, s. 8
It furthermore goes on for pages upon pages and paragraph upon paragraph granting capacities, rights, powers and privileges of Municipalities, but nowhere could I find a clause holding them to any responsibility. No clause outlining the terms of their accountability.
No standard to hold themselves to.
No MORALITY clause.
